What is the Unified Development Code Update?

The purpose of this project is to create a Unified Development Code (UDC) This will include a complete rewrite of Ogden City’s Zoning Ordinance and an update to its Subdivision Regulations, Sign Ordinance, and Landmarks Ordinance combining them into a well-organized, graphicly rich, user-friendly Unified Development Code that includes tables, images, and diagrams. This project will be a full replacement of Titles 14, 15, 17, and 18, which will include land uses, approval processes, and the coordination of other requirements that may be applicable.

Guiding Principles

Zone Ogden will incorporate nine guiding principles throughout the code update process. In addition to complying with Utah State Land Use Statutes, the final UDO will reflect each of these principles.

  • The UDO should be easy to use for the general public, applicants, and administrators. Information should be logically organized and arranged, easy to find, and include language and graphics that are attractive and clear.

  • Ensure that the UDO contains up-to-date standards that push land use to be the most productive. This includes updated parking requirements, standards that encourage homeownership, and bringing other Ogden Plans to life through the built environment.

  • The UDO will be clear in establishing a vision of what Ogden wants in future development rather than what we don’t want.

  • Development that reflects the long-term planning direction of the General Plan should have a clear and concise approval process with standards that align with the desired development patterns.

  • The updated UDO should balance the benefits of clear, objective standards with common sense flexibility that is consistent with the development goals of the community. The update process should increase transparency in the application and approval process to provide landowners, applicants, and the public with predictability.

  • A code is not just a document—it is a process. To ensure long-term success, the UDO should reflect the input of a broad range of stakeholders. The update process should utilize multiple avenues and platforms to engage the public and allow them to participate in shaping the future of their county in a meaningful way.

  • The UDO should not over- or under-deliver. The zoning and subdivision standards should ensure that development reflects the expected level of design as well as the unique needs and market conditions of Ogden City.

  • The General Plan articulates a strong vision for protecting Ogden’s unique landscapes and heritage. The Code should protect and enhance local cultural, environmental, and historic resources that contribute to the community’s shared connection to place.

  • The UDO should encourage and incentivize the use of sustainable development practices, site planning techniques, and innovative technologies in all public and private development. The UDO will aim to create energy and water efficient development and a safe built environment to ensure that Ogden is resilient for years to come.

Project Timeline

Current Development Codes

Make Ogden Downtown Plan

On April 11, 2023, the Ogden City Council adopted new zoning standards and a new zoning map for downtown Ogden.  The changes implement the Make Ogden downtown plan and seek to increase employment, housing, and walkability in downtown. Click “learn more” to read the plan.

Ogden General Plan

Land use code/ordinances should align with the City’s General Plan. The General Plan will be reviewed in preparation for drafting new code language. City staff and Ogden residents will provide guidance on whether certain elements should be included in the updated ordinance.
